Charter (revenue) flight permission and lead time (far part 135)

We must apply for charter flight permission to MLIT/JCAB basically no later than 03 days prior to the flight if the purpose of passengers is business.
If the purpose of passengers is not business, the said application deadline is 10 days.

We do not need to apply for charter flight permission for technical landings.

Required documents/information for application

  1. Letter of attorney
  2. Charter contract
  3. Aircraft registration certificate
  4. Aircraft airworthiness certificate
  5. Aircraft insurance
  6. Noise certificate
  7. Air operator certificates
  8. Captain and first officer medical certificate
  9. Captain and first officer pilot certificates (including type and rating)
  10. TCAS2 document from flight manual
  11. Notice of consistency (U.S. carriers' flights between U.S.A. and RJTT/HND)
  12. Name of lead passenger and name of company he/she belongs to

Charter flights are allowed to carry passengers for domestic leg (ex. Flight between RJTT/HND - RJBB/KIX) from 01 November 2013 under the below conditions.

  1. NO NEW PASSENGER PICK UP AND DROP OFF FOR DOMESTIC MOVEMENT. THOSE PASSENGERS WHO GET ONBOARD FOR THE DOMESTIC LEG MUST BE ON GENDEC OF INTERNATIONAL ARRIVAL OR DEPARTURE.
  2. THE MINISTRY OF TRANSPORT REQUESTS US TO HAND IN THE LIST OF PASSENGERS WITH THEIR TITLES AS WELL AS DOCUMENTS FOR CHARTER PERMIT.
  3. THE PURPOSE OF THE FLIGHT MUST BE FOR BUSINESS ONLY.

Domestic movement permission and lead time

If a foreign aircraft needs to operate between airports in Japan, we must apply for domestic movement permission to MLIT/JCAB basically no later than 03 days prior to the fliht.

Required information for application

  1. Captain and first officer pilot license type (ATP or CPL) and pilot licesne numbers
  2. Name of lead passenger

*As mentioned above, foreign charter (revenue) flights are allowed to carry passengers between airports in Japan under some conditions from 01 November 2013.

Non-international airport permission and lead time

Foreign aircraft can operate directly to some non-international airports in Japan from airports in foreign countries only when CIQ can dispatch their officials.
In this case, we need about 07 days for negotiation with CIQ and after receiving approval from CIQ, non-international airports permission to MLIT/JCAB no later than 03 days prior to the flight.

If CIQ are not available, foreign aircraft must operate to an international airport in Japan first for customs clearance and then operate to a non-international airport.

*In some cases, foreign aircraft will be required to change the status of aircraft registration temporary to Japan by customs procedure for an operation into non-intenational airport.
